Annual Reporting Update for Arkansas Rule 128

Pharmacy Reimbursement Reporting to AID

Arkansas Rule 128 directs health plan sponsors (BCBSOK for insured groups or the group plan for self-funded plans) to submit prescription drug information to the Arkansas Insurance Department (AID). In 2025, Prime Therapeutics® submitted for Blue Cross and Blue Shield of Oklahoma groups and allowed self-funded groups to opt-out of such reporting if a request was made to Prime.

What’s new: The next round of reporting is due to the AID by March 1, 2026. Prime is once again positioned to submit reports for any BCBSOK groups that have any members residing in Arkansas.

Background: Under Arkansas law, Arkansas Rule 128 extends to prescription drug plans offered by an insurer, a health maintenance organization, or any entity providing coverage on a self-funded basis (including governmental plans). This includes plans that are based outside of Arkansas that provide benefits to Arkansas residents.
